Do I Need a Well and Septic on My Citrus Springs Lot?

On most vacant lots out here, yes — and the answer matters to your dirt work long before anyone drills or digs. Where the well and the drainfield have to sit is what decides where your house pad goes, and that decides how much of the lot actually needs clearing.

First, Check What's Actually at Your Parcel

Citrus County Water Resources runs a real utility — roughly 56,000 customers countywide — and central water reaches more of the county than out-of-state lot buyers expect. Central sewer is a different story: it's concentrated in specific service areas, and the county has been running targeted septic-to-sewer conversion programs in pre-approved neighborhoods rather than extending mains everywhere. Across the older platted subdivisions on this side of the county, the working assumption for a vacant lot is private well and private septic.

Don't assume either way from your neighbor's setup. Call Citrus County Water Resources in Lecanto with your parcel number before you budget anything, and ask two separate questions: is central water available at this address, and is central sewer available at this address. The answers are frequently not the same. A lot with county water and a required septic system is a common and entirely normal outcome here, and it changes your numbers substantially — you skip the well, keep the drainfield.

What a Well Costs, and Who Permits It

Private well drilling in Florida generally runs somewhere in the $3,000–$15,000 range once you include the pump, pressure tank, and electrical. That's a wide band because it's mostly a function of depth and what the drill hits, and this is limestone country — depth to good water varies lot to lot even inside one subdivision.

The permitting has a wrinkle that trips up people working on both sides of the county line, and it's worth knowing because we serve both. A well construction permit is required anywhere in the Southwest Florida Water Management District, which covers Citrus County. But the District delegates permit issuance to local agencies in some counties — Marion County is delegated; Citrus County is not. So a well on a Dunnellon lot in Marion County and a well on a Citrus Springs lot forty minutes away go through two different desks. Permit fees themselves are small, typically in the $0–$350 range depending on well type. Your licensed well contractor normally handles the filing; just make sure someone actually has, because it's the kind of paperwork that surfaces at the worst moment.

Septic: The Number That Surprises People

A conventional septic system in Florida typically runs about $5,000–$12,000 installed. Permits are handled by the Florida Department of Health in Citrus County, and the site evaluation plus construction permit together generally land somewhere around $875–$1,325.

Then there's the springs rule, and this is the part that reorders budgets. Citrus County sits inside Florida's springs Basin Management Action Plan territory. Inside a designated Priority Focus Area, new systems on lots under one acre are required to be nitrogen-reducing, and as of December 2025 repair and modification applications in those zones must include a nitrogen-reducing design as well. An enhanced nitrogen-reducing or aerobic system doesn't cost a little more than conventional — it commonly lands in the $15,000–$35,000+ range, an $8,000–$20,000 premium, and it comes with an ongoing obligation: an annual operating permit and a maintenance contract for the life of the system.

Most Citrus Springs lots are well under an acre. So the single most valuable phone call you can make before you buy — or before you finalize a build budget on a lot you already own — is to FDOH-Citrus to ask whether your specific parcel falls in a Priority Focus Area. That one answer can swing your site costs by twenty thousand dollars, and no contractor, us included, can tell you it from the road.

The Setbacks That Decide Where Your House Goes

This is where septic stops being a plumbing question and becomes a dirt-work question. Florida's basic geometry:

Now stack that onto a typical Citrus Springs platted lot, which may be around eighty feet wide. You need the house, the well, the drainfield, and the reserve area to all fit with 75 feet between the well and every part of the septic system, while keeping five feet off both side lines and staying clear of the platted rear and side easements. On a quarter-acre lot that is not a layout with many valid solutions — it is usually a layout with one or two. Which means the pad location isn't a preference. It's the output of the setback math.

The practical consequence for clearing: you may not need the whole lot opened up. The footprint that actually has to be cleared and grubbed is the house pad plus the drive, and the drainfield and reserve area need to be clear and workable but not built on. Knowing the layout first is how you avoid paying to clear ground you had no plan for — or worse, clearing the wrong part and finding the only workable drainfield location is now a stockpile.

The Mistake That Ruins a Drainfield Before It Exists

A drainfield works by letting effluent percolate through soil. Compacted soil doesn't percolate. So the fastest way to damage a septic system you haven't installed yet is to run loaded trucks and tracked equipment across its future footprint, or park a fill pile on it, during site prep. On the deep sand a lot of these lots sit on, that's recoverable with some effort. Where there's more organic material or clay in the profile, repeated loaded passes can compact ground badly enough that it changes what the site evaluation finds.

It's an easy problem to design around and an annoying one to fix afterward. When we know where the septic area is going, we flag it, route haul traffic away from it, and stage fill and debris somewhere else. When nobody has told us — because the septic layout hasn't been done yet — we default to keeping traffic on the drive line and the pad footprint, but the flagged version is better. The Order That Saves Money

1. Availability & zone check

Water Resources on central water/sewer, FDOH-Citrus on Priority Focus Area status. Free, and it sets the whole budget.

2. Boundaries, then tortoise

Pins confirmed or a survey, then the burrow walk. Both come before machines.

3. Septic site evaluation

Soil borings and water-table depth, done inside confirmed boundaries. This produces the drainfield location.

4. Clear & pad

Now the layout is known, so the clearing footprint is known — and the septic area gets flagged and protected.

There's one genuine chicken-and-egg in that sequence. A septic evaluator has to get an auger into the ground, and on a lot buried in sand pine and scrub that can mean cutting a path in first. That's a small selective job, not a clearing job, and it's worth doing as its own step rather than clearing the whole lot to make one soil boring convenient.

Worth noting too: central Florida's karst corridor runs through Citrus County, and geotechnical assessment is sometimes required before a system goes in. If that comes up on your parcel, it comes up at the evaluation stage — another reason to run the evaluation before you've spent your clearing budget.

What This Does to the Overall Number
